• 1960 - Kerala initiated a code of conduct for observance of political parties during SLA election.
- Draft code - voluntarily approved by leading political parties.
- Covers meetings, processions, speeches & slogans, posters & placards.
• 1962 - Lok Sabha elections - ECI circulated model code to all recognized political parties.
• 1991 - General election - MCC amplified & re-issued.
• Evolved over the past 6 decades with consensus of political parties.
• No statutory backing.
• Enforcement - from announcement of elections to election results.

MCC’s to be followed

• Religious places not to be used for election campaign.
• Campaign speeches should not be delivered to create hatred among different communities belonging to different religions, castes & languages, etc.
• Official machinery not to be used for election work.
• No new schemes or projects can be started once the election dates are announced.
• Shall not misuse mass media for partisan coverage.

MCC being violated
• Violations need to be conjured with statutes under
- Indian Penal Code 1860.
- Code of Criminal Procedure 1973.
- Representation of the People Act, 1951.
